The problem is most people are uneducated on the process and blindly exchange links with any website and they don't keep it relevant. One of the best things about exchanging links with other high traffic relevant websites is after you exchange so many link, people will find your website from those already placed links and begin to place your link on their websites. There is also a great video at the keyword country website about obtaining traffic without search engines which is a great starter for anyone wanting to learn more about getting links.
